Milne Law Group, P.A. is a construction law firm that serves client needs in multiple construction-related practice areas.  Based in Orlando, our team has successfully handled construction cases and insurance disputes of all sizes throughout the State of Florida.



Milne Law Group, P.A. represents general contractors, construction managers, design builders, subcontractors, suppliers, owners, architects, engineers, and sureties in the State of Florida. Milne Law Group, P.A. also represents each of these groups for insurance defense.

Construction law involves the unique application of many different general bodies of law to the industry specific issues and problems that arise in connection with the construction process and its varied business relationships; the many different particular laws that specifically govern the construction process; and the laws and legal principles that apply to and in connection with the many different types of businesses and professions that are part of and serve the construction industry.

Michael E. Milne, Founder

Michael E. Milne is the founder of the Milne Law Group, P.A. located in Orlando, Florida. Mr. Milne is well versed in handling complex multi-party litigation, including construction defect claims for water intrusion and other damages. He also has vast experience in handling claims for delays, professional design errors and omissions, and contract disputes. He  has represented all tiers of the construction industry, including owners, general contractors, subcontractors, design professionals and material suppliers.

Mr. Milne has significant experience with issues involving building envelope, lien law, architectural design and engineering. He has co-lectured seminars on lien law and performance and payment bonds. Mr. Milne also has extensive experience in contract review and drafting for general contractors and subcontractors.

Mr. Milne is board certified in construction law by the Florida Bar. He has worked with several different insurance companies and understands the intricacies of insurance defense. He has represented wide range of companies including small subcontractor companies to large general contractors and design professionals with general counsel.

Peter J. Kapsales, Partner

Peter KapsalesPeter J. Kapsales joined the Milne Law Group, P.A. in June of 2015. Mr. Kapsales has over six years of experience as an attorney with experience in construction law, lien law, civil litigation, complex multi-party construction defect litigation, trial practice, foreclosures, real property law, contract law, and community association law. He has focused on construction law, lien law, and complex multi-party construction defect litigation for the last three years of practice.

He is originally from New Jersey and is a graduate of Florida International University in Miami, Florida where he received his Bachelor of Arts in International Relations in 2005. Prior to law school, Mr. Kapsales had five years of banking experience with Commerce Bank, N.A. (now TD Bank, N.A.) and was a Certified Consumer Lender.

In 2011, he received his Juris Doctorate from the College of Law at Florida A&M University in Orlando, Florida. While in law school he was a Certified Legal Intern and participated in the University’s Housing Clinic. Mr. Kapsales is currently enrolled in the Real Property Development, LL.M program at the University of Miami School of Law.

Tyler K. Walker, Associate

Tyler WalkerMr. Walker received his Bachelor of Science in music performance from Utah Valley University in 2008. He received his Juris Doctorate from Ave Maria School of Law in 2011. While attending law school, Mr. Walker was a member of the J. Reuben Clark Law Society and a member of the Federalist Society.

Mr. Walker was admitted to The Florida Bar in 2013. He also is admitted to practice in all three Federal District Courts of Florida. Mr. Walker began his practice with a firm focusing primarily on representing banking and lending institutions with foreclosures and bankruptcy cases. His practice required consistent attention to litigation, discovery matters and trials. He worked for a firm defending employers and their insurance companies concerning workers compensation claim.

He is married to Jessica. They have one girl and enjoy going to the beach and Disney World together. They have two dachshunds, Molly and Charley, who run the house. Mr. Walker’s interests include spending time with his family, playing cello and cooking.

Mark A. Interlicchio, Associate

Mark InterlicchioMark A. Interlicchio is a construction law associate with the Milne Law Group, P.A. Mr. Interlicchio has over thirteen years of experience in trial litigation. With a focus in construction and criminal law. He is originally from New York and is a graduate of the University of Miami, Florida where he received his Bachelor of Arts in Finance. In 2004, he received his Juris Doctorate from Hofstra University School of Law in Hempstead, New York. Mr. Interlicchio has spent the last twelve years in criminal prosecution where he tried over two-hundred jury trials.

Robert J. Ruiz, Associate

Robert RuizRobert J. Ruiz is a dynamic, results-centric professional and associate with the Milne Law Group, P.A.

With proven leadership experience, Robert has held multiple officer positions, including shareholder at Central Florida Excavation. He utilized a broad scope of construction industry knowledge toward driving on-time, in-budget framing, excavation, steel, gunite, plumbing, tile, and finishes.

Before joining Milne Law Firm, Robert was an Assistant Public Defender with the Public Defender’s Office of the 19th Judicial Circuit.

Robert is described as an ambitious self-starter who rises above challenges to attain winning outcomes, including quickly adapting to evolving scenarios, as well as independently resolving in-depth issues to boost success.

Robert is a native Floridian. He received his Bachelors of Science Degree in Legal Studies at the University of Central Florida (UCF). He received his Juris Doctorate from Barry University in 2013.
